LITTER & DEBRIS REMOVAL SERVICES

The Canaveral Port Authority (CPA) is seeking proposals for Litter & Debris Removal Services as described in the request for proposal (RFP) document. Interested parties may obtain further RFP specifications by contacting Karen Pappas at (321) 783-7831, extension 219 or kpappas@portcanaveral.org.

No proposals will be received after the date and time specified. The Canaveral Port Authority reserves the right to reject all proposals, to waive technical errors and informalities, and to accept the proposal which in its judgement best serves the CPA.
PROFESSIONAL SERVICES NOTICE
TRAFFIC ENGINEERING SERVICES (#RFQ-09-001)

The CANAVERAL PORT AUTHORITY (CPA) is requesting proposals from consulting engineering firms interested in providing Professional Traffic Engineering Services under a continuing services contract. These services are to be procured in accordance with the Consultants Competitive Negotiations Act, Chapter 287.055, F.S.
SCOPE OF WORK
The selected firm will perform Traffic Engineering, Traffic Surveys, Traffic Studies, and Traffic Analyses for port projects and facilities and off-port projects and facilities that may affect the port. The selected firm may be required to coordinate with other engineering and design professionals working on CPA or related projects and may also be required to perform other traffic and transportation engineering related tasks not specified above.
MINIMUM CRITERIA
At a minimum, all responding firms shall possess the following:
1. An office within reasonable proximity to the Port;
2. At least 10 years of experience on projects described in the Scope of Work;
3. Professional liability insurance in the amount of $1,000,000; and
4. Registration as an Engineer with the State of Florida.
PROPOSAL CONTENT
Each responding firm shall submit a proposal which provides the following detailed information:
1. Firm history, location, staff, and capabilities;
2. GSA Standard Form 330 or equivalent;
3. Documentation of at least 5 projects consistent with those listed in the Scope of Services including any specific previous experience providing similar services for seaports;
4. A description of the firm’s knowledge of local conditions and practices;
5. Any unique or innovative techniques or procedures that can be applied to anticipated Port Canaveral projects;
6. A schedule of current commitments and the degree of completion of each;
7. An organizational chart clearly indicating pertinent resource information, including sub-consultants, which demonstrates the ability of the firm to assign appropriate staff to projects initiated under the contract and to complete such projects in a timely manner; and
8. Resumes of key individuals and their role in the contract.
SUBMITTAL SCHEDULE
Firms desiring to provide Professional Traffic Engineering Services to the CPA under a continuing services contract must furnish four (4) copies of their proposal, including all above referenced content to:

All proposals shall be delivered to the Canaveral Port Authority no later than 2:00 p.m., November 21, 2008.
SELECTION PROCESS
A committee established by the Chief Executive Officer will meet to review and recommend for approval a ranking of qualified firms to the CPA Commission at their regularly scheduled meeting to be held at 2:00 PM on December 17, 2008 at which time selections will be established. The top ranked firms may be asked to make a presentation to the Commission at that time.
